Functions and Duties

1) State Registrar-cum-Head of Notary Services


A] State Registrar is the administrative head of Registration Department and holds the post of Head of Offices for the Registration Department and Notary Services.

As the Head of the Department he holds duties as:
• The Appointing and disciplinary authority for non-Gazette staff.
• In-charge of sanction of different types of leaves, transfers, etc.
B] As the Competent Authority under the Notaries Act, 1952 he/she receives applications for appointment of Notaries in respect of Notaries and other subject matters.
C] He/she also acts as the Supervising and controlling Authority under the Registration Act, 1908 for handling subject matters.
D] He/she also acts as the Approving Authority under the delegated powers by Law Secretary for correction of Marriage records under Article 32 of P.P.190 dated 02/05/1914.
E] As the First Appellate Authority under R.T.I. Act, 2005; he/she conducts hearings for appeals under RTI.
F] He/she acts as Member Secretary of FEMA committee appointed by Govt. Order No. 8-2-2013-LD (Estt)/1094 dated 27/06/2013.

2) District Registrar, North
A] District Registrar holding the post supervises sub-Offices of Registration Department for North Goa.
B] Under Societies Registration Act 1860; he/she acts as the Inspector General of Societies for North Goa for registration and renewal of societies.
C] He/she also decides complaints under Societies Registration Act, 1860.
D] He/she also deals with the files of corrections of marriage records under Article 32.
E] As a Public Information Officer under R.T.I. Act, 2005 for District Registrar, North any information pertaining to RTI matter is handled by District Registrar.
F] He/she acts as a Public Grievance Officer for handling public grievances.
H] He/she also acts as the Nodal Officer for e-Governance for Registration Department handling all computerization work.

3) District Registrar, South

A] District Registrar holding the post supervises sub-Offices of Registration Department for South Goa.
B] Under Societies Registration Act 1860 he/she acts as the Inspector General of Societies for South Goa for registering societies.
C] He/ she also deal with the files of corrections of marriage records under Article 32.
D] As a Public Information Officer under R.T.I. Act, 2005 for District Registrar, South any information pertaining to RTI matter is handled by District Registrar.

4) Civil Registrar-cum-Sub Registrar (H.Q.)

A] Substitution to Sub-Registrars during their leave period.
B] Public Information Officer under R.T.I Act, 2005 for State Registrar-cum-Head of Notary Services, Panaji.

5) 12 Civil Registrars-cum-Sub Registrars

Each Civil Registrar-cum-Sub-Registrar in capital town of each Taluka has same functions and duties and is as follows:
A] Marriage Registrations under Codigo Registo de Civil.
B] Marriage corrections and Issuance of Marriage Certificates.
C] Documents registration under the Registration Act, 1908 (Central Act 16 of 1908).
D] Issues Nil Encumbrance Certificates and Certified Copies of registered Documents.
E] As a Notary Ex-Officio he/she registers Notary Deed such as Succession Deeds, Wills, etc.
F] The applications for Change of name and Surname are processed by Civil Registrar-cum-Sub-Registrar as Registrar under Goa Change of Name and Surname Act, 1990.
G] Registers Partnership Firms (Only at Panaji, Mapusa and Margao ) under Partnership Act, 1932.
H] Issues receipts and certified copies of documents of Land Registration records under Codigo do Registo Predial. (Only at Margao and Quepem)
